Publicis Media Announces New Leadership in Levant

Alex Saber, Chairman, Publicis Media, Middle East, has announced key leadership appointments for operations in the Levant market. 

• Wilson Issa has been named Executive Vice President, Publicis Media, Levant

• Joyce Hallak has been named General Manager, Starcom Levant and Head of Business Transformation of Publicis Media Levant

• Paul Seif has been named General Manager, Mediavest | Spark Levant

Wilson has been successfully leading the Groupe’s business in Levant since 2007. He has been a pillar in establishing offices and affiliates across North Africa and Iraq, levering high organic growth. In recent years, he has stimulated double-digit growth for the Groupe, transforming the Beirut office into a regional hub, which serves a plethora of the Levant’s multinational clients. 

Joyce has close to 15 years of experience in media, working on a diversified portfolio of clients, while leading teams across different markets to deliver outstanding client service. In her new role, she will also lead the Business Transformation practice in the market, advising clients on how to unlock growth beyond media planning and buying and re-engineering their customer experience through strategy, data and technology.

Throughout his career with the Publicis Groupe, Paul was able to garner a wealth of experience across different markets, including the GCC, Egypt and Levant. During his tenure as Deputy GM in Levant, he led his team through multiple business wins, by leveraging the agency’s collective best-in-class capabilities, scale, partnerships and talent. 

The reorganization of Publicis Groupe’s media capabilities into a Publicis Media hub is part of Publicis Groupe’s transformation efforts previously announced. Publicis Groupe is organized into four Solutions Hubs — Publicis Communications, Publicis Media, Publicis.Sapient and Publicis Health, which will deliver client impact, leveraging Publicis Groupe’s entire range of services.

Publicis Media will deliver client value through combined scale and capabilities of its media agency brands. Powering Publicis Media will be seven centralized ‘Global Practices’ that standardize approaches, scale quickly and deliver connectivity and consistency that span geography, agency brands and clients. These global Practices will be: Data, Technology & Innovation; Content; Trading & Buying; Performance; Business Development & Communications; Business Transformation and Analytics, Research and Insight.
